Theocratic rule in practice is far older than any single date and has no defensible founding year; 93 records the word itself, coined by the historian Josephus in his first century work Against Apion to describe the government of ancient Israel under Mosaic law, where ultimate authority was vested in a priesthood claiming to act for a deity rather than in a hereditary king.

Scholarship names more than one honest founding year. The terms Whig and Tory originated as terms of abuse in 1679 during the dispute over excluding the Catholic James, Duke of York, from the succession, and Britannica's own quick facts date the faction to circa 1679 to 1800. The two factions cooperated in the Glorious Revolution of 1688 to 1689, which established a limited constitutional monarchy, but real organized party alignment took shape only after 1784, when Charles James Fox led a revived Whig Party. 1679 is recorded here as the origin of the Whig identity itself, with a clear note that it did not function as an organized party in the modern sense until 1784.
