Open Questions

Things this atlas does not know. Each entry is a question that specialists have posed and not settled, recorded with what would actually resolve it and which expertise the answer needs.

These are kept deliberately, rather than quietly omitted. An atlas that shows only what it is sure of implies a confidence it has not earned, and the gaps are often where the interesting work is. Several sit exactly where two fields fail to meet: identifying the hyssop of the Hebrew Bible needs a botanist and a philologist of Biblical Hebrew, and neither one settles it alone.

Grouped by the expertise recorded on each question, in the words the question itself uses. Most of these are held by a single question.

Unitary State Which historical instance of centralized single-authority rule should count as the origin of the unitary state as a system of government?

Open Unitary State

Why It Is Open A unitary, centralised single-authority state is a structural form of government rather than a legal innovation with one founding document, and it has arisen independently, more than once, in civilisations separated by continents and centuries. No reference work's account of any one exemplar claims priority over the others as the form's true beginning.

What Would Settle It A scholarly consensus naming one reference case for the unitary state's origin, the way a single written constitution settles the question for a federal system, rather than the several independently credited exemplars, ancient Egypt, Qin China's 221 BCE unification, and post-medieval France's long centralisation, presently named across general reference works with no one privileged over the others.

Theocracy Which historical instance of government by religious authority should count as the origin of theocracy as a system of government?

Open Theocracy

Why It Is Open Government by religious authority is a structural form rather than a legal innovation with one founding document, and it has arisen independently, more than once, in civilisations separated by continents and millennia. Even the word theocracy postdates the practice by centuries, coined by Josephus in the first century to describe an already-old government rather than a newly founded one, so the word's own origin cannot supply a year either.

What Would Settle It A scholarly consensus naming one reference case for theocracy's origin, the way a single set of reforms settles the question for direct democracy, rather than the several independently credited exemplars, the Sinai covenant and the era of Moses in ancient Israel, the 754 Donation of Pepin founding the Papal States, and Iran's 1979 Islamic Republic, presently named across general reference works with no one privileged over the others.

Constitutional law, comparative government 1
Caretaker Government Is the convention against major decisions during a caretaker government legally binding, or customary practice only?

Open Caretaker Government

Why It Is Open Whether the caretaker-government convention against new policy commitments and major appointments is a binding constitutional rule or a customary practice observed only by convention is unsettled across Westminster-derived systems; the boundary is tested whenever an unusually long caretaker period, a national emergency, or a contested handover occurs.

What Would Settle It A court ruling or codifying statute that squarely addresses whether the caretaker convention binds a government legally, comparable to how New Zealand's Cabinet Manual and some Australian state guidance have partly codified caretaker conventions, would settle the question for those jurisdictions.

Mandate of Heaven What year did the Zhou conquest of the Shang, the event the Mandate of Heaven doctrine was first invoked to justify, actually take place?

Open Mandate of Heaven

Why It Is Open This entry records the conquest at 1046 BCE, the date used by the PRC-sponsored Xia-Shang-Zhou Chronology Project and now the most commonly cited figure, but that project's methodology has been challenged and earlier sinology proposed dates ranging from about 1122 BCE to 1027 BCE depending on which astronomical and bronze-inscription evidence is weighted. No single date commands unanimous scholarly agreement.

What Would Settle It A convergent re-dating combining Western Zhou bronze inscription chronology, oracle-bone records and independent astronomical reconstruction of the recorded Zhou conquest omens (a dense five-planet clustering and a comet) that the current 1046 BCE figure already rests on but that rival reconstructions read differently.
