Afghanistan has been governed since 2021 as a unitary theocratic emirate under Taliban rule. A Supreme Leader holds ultimate authority over political, military and religious decisions, with a Prime Minister running day-to-day government through a Council of Ministers; the country's capital is Kabul. The Taliban administration functions without a promulgated constitution.
