Yemen's politics have been divided between rival governments since the Houthi takeover of Sanaa. The internationally recognized government operates from Aden under the Presidential Leadership Council, a collective presidency that serves as head of state, with a Prime Minister heading its Council of Ministers; a rival Houthi-led administration governs from the traditional capital, Sanaa, under a Supreme Political Council. The constitution provides for a bicameral legislature, the House of Representatives and the Shura Council, though it does not function as designed amid the division. The Presidential Leadership Council was formed on 7 April 2022 to take over executive authority from President Abdrabbuh Mansur Hadi.
