Signed in Brussels on 8 April 1965 by the foreign ministers of the six founding member states and in force from 1 July 1967, the Merger Treaty combined the separate councils and separate commissions of the European Coal and Steel Community, the European Atomic Energy Community and the European Economic Community into a single Council and a single Commission, while leaving the three Communities themselves legally distinct. This single Council is the direct predecessor of today's Council of the European Union.

Signed in Brussels on 8 April 1965 and entering into force in 1967, it replaced the separate executive bodies of the three European Communities (the European Coal and Steel Community's High Authority, and the Commissions of the European Economic Community and Euratom) with a single European Commission and a single Council of the European Communities serving all three, unifying their day-to-day administration under one institutional structure years before the Communities themselves were merged into the European Union. 1
