The Vienna Declaration and Programme of Action is a human rights declaration adopted by consensus at the World Conference on Human Rights held in Vienna on 25 June 1993. It recommended the creation of the position of United Nations High Commissioner for Human Rights, which the UN General Assembly subsequently established by resolution later that year.
