Franklin D. Roosevelt served as the 32nd President of the United States from 1933 until his death in 1945, longer than any other president, and led the New Deal program of relief, recovery and reform that responded to the Great Depression, including the Social Security Act of 1935, laying much of the institutional foundation of the American welfare state. In February 1942, following the Japanese attack on Pearl Harbor, he signed Executive Order 9066, which authorized the forced removal and incarceration of roughly 120,000 Japanese Americans, most of them United States citizens, in internment camps for the duration of the Second World War.
