Semi-Presidential Governments

A constitutional order that divides real executive authority between a popularly elected president and a prime minister who separately answers to the legislature, so that both the presidency and the government of a given country appear here as paired entities. Belongs here: Russia (the Putin Administration and the Mishustin Government), France (the Macron Presidency and the Lecornu Government), Ukraine, Egypt, Taiwan, Poland and the Democratic Republic of the Congo, each represented by both its president and its prime minister-led government. This is the standard academic coding (Robert Elgie's semi-presidentialism dataset) rather than a judgment about which office actually dominates day to day in a given country; some of these presidencies function in practice as the dominant office (Russia, Egypt) and some of these governments function in practice as the dominant one (Poland), and that practical imbalance does not change the constitutional classification used here. Does not belong here: a purely parliamentary or purely presidential system, filed under the two buckets above.
